The passenger’s contract of carriage with Cebu Pacific Air is subject to the airline’s General Terms and Conditions of Carriage for Passengers and Baggage from time to time in force (the “General Conditions”), which may be viewed on the airline’s website at www.cebupacificair.com or made available to the passenger upon request, and which the passenger is deemed to have understood and accepted upon purchase of reservation with the airline, as well as to the Travel Regulations (including notices and advisories ) whether stated hereunder or published elsewhere by the airline pertaining to specific subjects and which are incorporated in the General Conditions by reference.
Travel Regulations may change at short notice. While the airline will make every effort to ensure that all information found here is updated and accurate, Cebu Pacific Air will not be held responsible for any loss resulting from the use of this information.
Reservations
Cebu Pacific Air flight bookings may be made directly on www.cebupacificair.com, with the airline’s ticket offices, through its authorized distributors and agents or via its call centre.
Seats are made available in real time irrespective of the channel through which the passenger makes his reservation (on-line, via call center, ticket offices or authorized agents). Cebu Pacific Air follows the book and pay model.
Group Bookings
Group bookings may be made through the airline’s Group Sales team and will be subject to specific rules on deposits, payment, rebooking and restrictions. The passenger may contact Group Sales for more information.
Travel Documentation
Documentation required for international travel may vary from one country to the next. The passenger is personally responsible for ensuring that he or she has valid travel documents that meet the requirements of Cebu Pacific Air and the immigration, customs and other authorities at every destination.
Different jurisdictions may impose separate travel guidelines for minors. The passenger undertakes to check and comply with the requirements of their respective immigration authorities, as well as that of their destination.
Filipino minors (i.e., below 18 years of age) traveling to a foreign country and unaccompanied by either parent shall present travel clearance as appropriate in accordance with the existing rules of the Department of Social Welfare and Development (DSWD).
Passengers intending to undertake international travel must possess a valid passport with at least six (6) months validity and the applicable valid visas. They must also have a return or an onward journey ticket and must be able to satisfactorily prove upon request sufficient means of financial support during their stay in the country of their destination.
For purposes of passenger identification, Cebu Pacific Air will not accept expired or damaged forms of photo-id on any flight. In certain instances, a passenger may be required to present more than one identification card.
Airport Requirements
Passengers must present their valid travel documents and boarding pass at airport security checks and at the boarding gate.
Fares and Fare Rules
Cebu Pacific Air structures its tariffs and fares based on different fare buckets, including Lite Fares and other promotional fares. The fares that will be offered to a passenger will depend on which fare bucket is open on the date and at the time that the passenger makes his reservation.
Minimum fares chargeable for each flight sector are published on Cebu Pacific Air’s website, in newspapers of general circulation and other available media. Passengers may also visit or call Cebu Pacific Air and ticket agent offices for more information.
Fares are considered flown and will be forfeited when a passenger is a no-show at the check-in counter or, following successful check-in, at the boarding gate.
Promo fares and Lite Fares with promo code discounts and the applicable fees, taxes and surcharges are non-reroutable, non-refundable and may not be stored in a Travel Fund but may be rebookable (except to another promo seat after the sale period). Where allowed, rebooking must be done more than 4 hours before scheduled time of departure. Rebooking is applicable only to higher class than the cancelled flight’s class subject to applicable fees and fare differences. If rebooked with a fare upgrade, and the passenger cancels and applies for a Travel Fund, only the value of the additional collection in the rebooked itinerary will be stored in that Travel Fund.
Combination of Regular Fare and Promo Fare in one PNR is allowed. Flight Changes may be done to any of the sectors but regular fare shall apply to all the sectors in the passenger booking record and the passenger shall pay where applicable, the change fee on the rebooked sector and price difference between the promo fare and the regular fare to a higher class on all the sectors or, the cancel fee on the cancelled sector and the price difference between the promo fare and the regular fare to a higher class on the non-cancelled sector.
Go through fare must be used in sequence, as booked. Cancellations and flight changes such as rerouting or rebooking will not be permitted once any of the segments is used. Partially used through sector is non-refundable.
Refund
Where fare refund is available to a passenger in the instances cited in the General Conditions, that passenger must file his claim for refund within one year of the date of intended travel, failing which the fare will be forfeited.
In some cases, the airline may charge a fee for processing and releasing the refund. The fee will be waived under special circumstances, including in cases of involuntary flight disruptions of more than three hours if not due to force majeure.
Provided that the option to refund is available, passengers with flight bookings may still request a refund subject to the payment of the refund fee. Some fares, including Lite Fares and promotional fares, are not eligible for refund.
Travel Fund
Creation
In lieu of rebooking their flights or requesting a refund (when available), passengers may apply for the creation of the Travel Fund following their voluntary or the involuntary cancellation of their flights. The value stored in the Travel Fund may be used by these passengers to pay for their future bookings.
The approval of any application for the creation of a Travel Fund is subject to the airline’s sole discretion and the airline may refuse the application on reasonable grounds. Once approved, the Travel Fund will be valid for ninety (90) days from the date of its creation. The value of the fares that may be stored in the Travel Fund may be net of penalties or in full depending on the circumstances leading to its creation.
Generally, the amount in the Travel Fund will pertain to the passenger or passengers named in the Itinerary Receipt, except where the reservation was made through a corporate or government account that a government agency or private company may have with the airline, in which case the amount will pertain to the concerned government agency or private company that may then proceed to redeem the same for future bookings through the same account.
Multiple passengers named in one Itinerary Receipt will have the option to create a single fund that may be redeemed by anyone in the record or to split the fund to allow each passenger on record to get his share. Except for this instance, the airline will follow a one booking-one Travel Fund policy. A single Travel Fund cannot be created out of multiple bookings, as the Travel Fund is associated with the passenger’s booking reference and not with his name.
Redemption
The value of the Travel Fund may be redeemed through Cebu Pacific Air’s organic ticket offices, organic airport service desks or via its call centre. It may be used to pay for new bookings of the same person/s on record, ancillary products or fees and penalties (except Philippine taxes that must be paid in cash).
A passenger with multiple Travel Funds may combine these funds for application to a single transaction. If the amount in the Travel Fund is greater than the amount due, the balance may still be used to pay for another transaction unless the Travel Fund is no longer valid. If the amount in the Travel Fund is less than the amount due, the passenger may use another form of payment to cover the balance.
Where a single fund is created by multiple passengers in an Itinerary Receipt and redemption is made by one or more but not all of the named passengers, the persons seeking to redeem the fund are presumed to have been fully authorized to so proceed by his or their co-passengers, and the airline will be entitled to rely on this presumption and on any representation made by the redeeming passenger/s. Should the other passengers repudiate this authority and file a claim against the airline, the redeeming passengers will be liable to the airline and will indemnify the airline for any and all costs and damages incurred.
Under certain circumstances and solely in accordance with the airline’s policies then in force (but subject always to the airline’s reasonable discretion), a passenger holding a single Travel Fund created from a multiple passenger Itinerary Receipt may be allowed to use the value of the Travel Fund with other persons not included in the original booking.

Ancillary Products and Services
Cebu Pacific Air offers products ancillary to carriage by air, including Prepaid Baggage Allowance, Seat Selector, Sports Equipment Fee, and TravelSure. Passengers may likewise pre-order selected merchandise when booking their flights through the Cebu Pacific Air website. Passengers must claim their pre-ordered merchandise during the first sector of their booked flight. Complete terms and mechanics (including rates and charges) applicable to any availment of these products may be found on the Cebu Pacific Air website
Seat Selector
All seats in the aircraft are assigned and may be reserved during booking by paying a minimal fee. Standard seats are sold at PhP100 per seat per sector, while premium seats (those with extra legroom) are sold at PhP200.
In order to get a premium seat, passengers must meet certain criteria including but not limited to:
- Passenger must be at least 15 years old;
- Passenger must be able to understand and carry out instructions which will be given in English onboard the flight;
- Passenger must be able to speak English;
- Passenger must not be travelling with someone who requires his/ her assistance in an emergency;
- Passenger must be fit and able-bodied;
- Passenger must not have any permanent or temporary impairment (ex: deaf, hearing impaired, blind, vision impaired, any strength or mobility limitation, intellectual impairment or travelling with a service dog);
- Passenger must be able to check outside conditions and react to crew commands;
- Passenger must be able to reach, open, lift and throw out the exit door in an emergency;
- Passenger must acknowledge the exit row briefing given by Cabin Crew once onboard the aircraft;
- Passenger must be willing to help or assist the cabin crew in the unlikely event of an evacuation or emergency situation;
- Passenger must not be seated with an infant;
- Passenger must not require the use of an extension seat belt;
- Passenger must not be elderly.
Seat selector fees are transferable and may be rebooked, but are non-refundable unless fare refund is available to the passenger under the General Conditions.
Passengers who avail themselves of the Seat Selector may check-in for their flight through the web as provided hereunder.
Special Handling
Pregnant Women
It is the responsibility of pregnant passengers to advise the airline of the progress of their pregnancy during booking and upon check-in.
Expectant mothers may be required to accomplish and submit a Special Handling Form as a precondition to acceptance for carriage depending on the stage of their pregnancy, thus:

The airline may require the expectant mother to complete her travel within the validity period of the Special Handling Form.
Unaccompanied Minors and Infants
Children below 7 years old will not be accepted for carriage unless they are accompanied by a person at least 18 years of age. Children aged 7 to below 12 years old will be accepted only after the prescribed Unaccompanied Minor Handling Fee is paid
Passengers may refer to the General Conditions for the accepted handling of unaccompanied minors and infants. Other details may be found on the website.
Infants (a) sitting on an adult’s lap and (b) below two years of age will only be charged a minimal handling fee.
Incapacitated Passengers, Passengers with Reduced Mobility or Illness
For safety reasons, Cebu Pacific Air will carry a maximum of four incapacitated passengers and passengers with reduced mobility or illness per flight. Such passengers should advise the airline of their special needs and request special assistance upon flight booking so that the airline can make the necessary arrangement or inform the passengers in advance if it is unable to provide the special requirements.
The airline may refuse carriage of passengers with special needs upon check-in if the airline was not given prior advice of their requirements and the airline is unable to provide the same.
The passengers must submit to the airline duly accomplished Special Handling Forms before the scheduled flight
Checked Baggage Allowance
Fares do not include allowances for Checked Baggage. Passengers traveling with Checked Baggage shall be charged standard airport baggage fees up to the first 15 kilograms and standard excess baggage rates for every kilogram in excess.
In lieu of standard airport baggage fees, passengers have the option to purchase Pre-Paid Baggage Allowances at discounted rates at the time of booking until 4 hours prior to the scheduled time of departure.
Passengers may purchase only one Prepaid Baggage Allowance option per booking. Once the booking with prepaid baggage is finalized, a passenger may upgrade up to 4 hours before scheduled time of departure by paying only the difference between the Prepaid Baggage options, but is not allowed to downgrade his prepaid baggage allowance. Checked Baggage weighing in excess of the Prepaid Baggage Allowance purchased shall be charged at standard excess baggage rates per kilogram upon check-in at the airport.
Prepaid Baggage Allowances may be rebooked but may not be refunded if not used unless fare refund is available to the passenger under the General Conditions. Prepaid Baggage Allowance will be forfeited once flight is rerouted to another destination.
Passengers may not pool their Prepaid Baggage Allowances for Checked Baggage unless they are booked under one (1) record locator and check-in at the counter at the same time.
General
Baby strollers (if traveling with an infant), wheelchairs and crutches (for personal use) are carried free of charge.
Any Checked Baggage that is not claimed within thirty (30) days from the time it was made available will be considered abandoned and will be disposed by the Airline without incurring any liability to the Passenger.
Sports Equipment Fee
Passengers traveling with sports equipment may avail themselves of the Sports Equipment Fee at the time of booking.
The Sports Equipment Fee entitles passengers to bring up to 15kg of any of the sports equipment provided hereunder on top of any pre-paid baggage allowance purchased.
The passengers must observe the following guidelines in packing their sports equipment for carriage:
Bicycles
- Must be placed with handlebars fixed sideways, pedals removed and tires deflated in a hard shell container specifically designed for shipping, or in a bicycle suitcase.
Fishing Equipment
- Must be retractable for transport and packaged in a hard shell container specifically designed for shipping.
Golf Clubs
- The bag and the clubs must be fully enclosed in a hard shell container specifically designed for shipping. These will not be accepted if packed only with a vinyl or canvas cover.
Scuba Diving Equipment
- Scuba diving equipment must be securely packed in an appropriate diving bag specifically designed for shipping. Scuba tanks will not be accepted for carriage. Buoyancy control devices, regulators, and underwater photography and videography gear may be hand carried provided they pass the prescribed dimensions for overhead bins.
Surfboards/Wakeboards
- Must be appropriately covered for dents and scratches. The length of the boards shall not exceed 5 feet for ATR flights and 11 feet for Airbus flights. Only 2 surfboards/ wakeboards are allowed per ATR flight; 5 surfboards/ wakeboards on an Airbus flight.
Bowling balls
The passenger may carry up to 2 bowling balls and 1 pair of bowling shoes placed securely in a bowling bag.
Carriage of Sports Equipment is allowed on any of the Airline’s flights except flights to and from Caticlan.
The Sports Equipment Fee may be rebooked but is non-refundable unless fare refund is available to the passenger under the General Conditions.
Hand Baggage
Hand Baggage allowed on board must not exceed the dimension 56cm x 36cm x 23 cm for Airbus flights and 56cm x 35cm x 20cm for ATR flights, and must not weigh more than seven (7) kilograms for Airbus flights (A319 and A320) and five (5) kilograms for selected ATR flights. In no event shall umbrellas of any size be allowed as part of the Passenger’s Hand Baggage.
Prohibited Articles
Passengers must not include in their baggage:
- items which are not properly packed in suitcases or other suitable containers;
- items which are likely to endanger the aircraft or persons or property on board the aircraft, such as those specified in the Dangerous Goods Regulations of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA) and in the General Conditions and Travel Regulations;
- items the carriage of which is prohibited by the applicable laws , regulations or orders of any state or country to be flown from, into or over;
- items which in the airline’s reasonable judgment are unsuitable for carriage by reason of their weight, shape, size or character;
- fragile or perishable items unless the passenger voluntarily executes a Limited Release Tag relieving the airline of any liability in case of damage to, or loss or destruction of such items;
- live or dead animals;
- human or animal remains;
- fresh or frozen foodstuff (i.e. fish, meat, fruits), unless carried on board as properly packed Hand Baggage as determined by the airline, or as Checked Baggage properly packed in sealed Styrofoam and/ or cooler boxes after inspection of the contents by the relevant authorities;
- firearms and ammunition, except where special handling is sought from and accepted by airline;
- explosives, flammable or non-inflammable gas (such as aerosol paints, butane gas, lighter refills) refrigerated gas (such as filled aqualung cylinders, liquid nitrogen), flammable liquids (such as paints, thinners, solvents), flammable solids (such as matches, fire lighters), organic peroxides (such as resins), poisons, infective substances (such as viruses, bacteria), radioactive material (such as radium), corrosive materials (such as acid, alkali, mercury, thermometers), magnetic substances, oxidizing materials (such as bleaches); and
- weapons of any kind such as antique firearms, swords, knives and similar items, which may only be allowed as Checked Baggage at the airline’s discretion for justifiable reasons.
Smoking and Beverages
Passengers may not smoke in any part of the aircraft. Those who attempt to smoke in a Cebu Pacific flight may be refused carriage with Cebu Pacific Air in the future.
Passengers are also prohibited from consuming their own alcohol on board.
Mobile Phones and Electronic Equipment
Mobile phones and electronic equipment may interfere with the aircraft’s navigational and other systems and are not permitted to be operated on board the aircraft. Mobile phones must remain turned off until the passenger has deplaned and reached the airport terminal.
Contact
Cebu Pacific Air may contact passengers via e-mail, phone call or text message at the address and number provided by the passenger at the time of booking regarding flight schedule changes, discovery of fraudulent transactions, general correspondence or cancellation of flight itineraries. Evidence of e-mail or text message dispatch will be deemed evidence of receipt.
VAT/GST
Generally, no VAT or GST applies on fares or fees relating to international travel, except in case of travel to some countries whose domestic law imposes even on VAT on international journeys, including the Republic of China, in which event the airline may charge the applicable VAT with the fare.
Fares for routes within the Philippines are subject to VAT.
Aircraft Information
All flights offered for sale by Cebu Pacific Air are scheduled to be operated by Airbus A320, Airbus A319 or ATR 72-500 aircraft.
Web Check-In
Web check-in is currently available free of charge for Passengers of Cebu Pacific’s Airbus flights and whose booking has been confirmed. Passengers may check-in for their flight through Cebu Pacific’s website -www.cebupacificair.com (the “Website) between 48 hours to 4 hours prior to the scheduled flight departure.
Passengers may print a copy of the boarding pass during the Web Check-in process.
Passengers must read the notes printed on their boarding pass carefully.
During the check-in process, our Web check-in facility will display the Emergency exit row seats for easy identification.
Passengers who check-in on Emergency exit row seats are bound by the rules of the Emergency exit row seats as provided in the Terms and Conditions of the Online Seat Selector.
Cebu Pacific reserves the right to reseat Passengers already seated (checked-in using Web Check-in) on Emergency exit seats in order to comply with safety regulations.
In the event of a flight disruption, delays cancellations, or change in aircraft, Cebu Pacific will try, but does not commit, to place the Passenger in the same or similar seat. If this is not possible, Cebu Pacific may give a refund of the Seat Selector fees, depending on the reason for the disruption.
The Passenger acknowledges that the Web Check-in facility is provided by Cebu Pacific for the benefit and convenience of the Passenger. Cebu Pacific will not accept any additional liability to the Passenger beyond its General Terms and Conditions of Carriage of Passengers and Baggage, as amended by these rules, solely by reason of the Web Check-in facility.
Web check-in is currently restricted and not available to:
- Groups of ten (10) or more Passengers booked under a single PNR.
- Infants and children - If an infant or a child is part of a group / PNR then all the Passengers will have to check-in at the airport and cannot check-in through the web.
- Passengers with waitlisted or open bookings.
- Passengers with special service requests such as extra seats, wheelchairs, passengers with reduced mobility, persons with disabilities, passengers with visual or hearing impairment, medical cases, unaccompanied minors, expectant mothers.
- Staff travel, interline travel, code share flights, and other non-revenue bookings.
Once Web Checked-in, Passengers cannot make changes online. i.e.:
- Passengers cannot offload themselves through web check-in.
- Cannot change the seat preference online.
- Passengers booked on separate PNR’s have to do a web check-in for each passenger separately.
- Passengers may request for a copy of the boarding pass at the Web Check-in Counter.
Procedures at the Airport Terminal:
- Passengers must personally report to our dedicated Web Check-In Counter at the airport for the applicable visa and travel document checks.
- If the guest has any check-in baggage, the bags will have to be presented to the Web Check-In Counter at least 45 minutes prior to scheduled flight departure to tag their baggage.
- All check-in timelines followed currently at the airport will be applicable for passengers who undergo the Web Check-in process.
- Passengers should present a valid photo ID and the Web Check-in Boarding Pass for security clearance as well as for boarding. Valid IDs for this purpose are a Company ID, Driver's License, Passport, School ID, SSS Card, TIN Card. The name in the valid photo ID should match the guest name that was entered upon booking.
- Should the Passenger fail to show up at the dedicated Web Check-in counters or at the boarding gate within the prescribed period or board the aircraft at the appointed boarding time, Cebu Pacific will proceed with the flight without him and without incurring any liability to him.
- In that event, the flight will be considered flown and the Passenger will not be entitled to refund the fare or rebook the flight or apply for the creation of a Travel Fund.
Terms and Conditions of Website Use
Passengers using the Cebu Pacific Air website at www.cebupacificair.com are expected to comply with the posted terms of use. Any violation will be severely prosecuted.
